Measure jacket overlap

How do air rifle shooters measure their shooting jackets to confirm that they have the 7 cm overlap required by ISSF rules? I know there are expensive overlap gauges that can do this measurement, but is there any cheap/DIY tools that can be used to do a rough measurement when installing the buttons?
